Clifford Scott, Executive Director

Prior to his appointment as Executive Director of the Youngstown Metropolitan Housing Authority, Clifford Scott was the Director of Section 8 for the Housing Authority of Kansas City, MO. The Section 8 Program in Kansas City was rated a High Performer Agency for the year end 2007.

He brings with him over eight years of public and private sector housing knowledge and experience here to the Valley. Mr. Scott was formerly the Director of New York State’s Section 8 program which was the third largest housing agency in the US totaling 38,000 Section 8 Vouchers. During his tenure with the State of New York, Mr. Scott served well over 100,000 families in addition to managing a total budget portfolio of $400 million. The New York State Division of Housing and Community Renewal was rated a Section 8 High Performer in 2005 as well as 2006 under his direction.

Mr. Scott was a principal in a real estate development firm dealing mainly with affordable housing prior to his appointment with the State of New York as well as having Investment Banking experience. He has held positions in government on the State, Federal, and Municipal levels and he posses a graduate degree in Economics and Policy from the University of Buffalo.
