David Turner, Commissioner – Chairman
Manager, External Affairs serving the Mahoning and Columbiana counties for Akron, Ohio-based FirstEnergy Corp., a Fortune 200 company and the nation’s largest investor-owned utility in the United States. David is responsible for the development of business relationships with FirstEnergy customers within local communities, including municipal governments, key business and civic leaders, and commercial and industrial customers. He joined the company in 2005. Prior to this role, he worked as an Advanced Human Resource Representative/Recruiter. Before joining FirstEnergy, Mr. Turner’s background included Consulting, Talent Acquisition, Executive Search, and Outplacement Services. Mr. Turner has a Bachelor of Science degree in Business Management from the University of Phoenix, Beachwood, Ohio.

Gary Singer, Vice Chairman
Was the Program Director for the Mahoning County Healthy Homes and Lead Hazard Control Program for almost ten years. Presently, he is the Program Director for the Mahoning Valley LEAP Grant Program. In addition, Mr. Singer has worked for the Youngstown Metropolitan Housing Authority as the Director of Operations, and also for the Youngstown Community Development Agency as the Director of its Housing Rehabilitation Program. Since 1990, he has written grants that were awarded by HUD for well over sixty million dollars. He is currently the National President of the Association of Healthy Homes and Lead Hazard Control Grantees.
Mary June Tartan, Commissioner
Appointed by City of Youngstown Mayor Jay Williams 2010, worked ten years with Youngstown City Community Development Agency where she held positions of Housing Director, Compliance Director and interim Community Development Director before retiring. Mary June worked twenty years for Community Action Program as the Director of The Home Weatherization Program. During those years she was Chair of the Regional Energy Conservation Committee, member of the State of Ohio Department of Development’s Weatherization Advisory Board, and member of Ohio Edison Company’s Advisory Board. Mary June participated in the John Wean Foundation Steering Committee which established the Youngstown Neighborhood Development Corporation was president of the start up and remains on the board. She is a member of the Treez Please Board.
